º Los Certificados de Reembolso Tributario que se expidan hasta por cinco mil millones de pesos ($ 5.000.000.000) que estén incorporados en el Presupuesto General de la Nación, tendrán la finalidad de cubrir el incremento que en relación con el Decreto 446 de 1992 registran los niveles porcentuales de CERT establecidos en los artículos 1º y 3º del presente Decreto. Estos Certificados podrán ser utilizados por su valor nominal para el pago de los impuestos, tasas y contribuciones de que trata el artículo 10 del Decreto 636 de 1984, en los términos allí dispuestos.
