Art. 4. ° El que haya sido elegido miembro del Congreso simultáneamente por más de una circunscripción ó departamento, tomara puesto en cada una de las legislaturas á que tenga derecho a concurrir, presentando la credencial que le convenga; pero en una misma legislatura no podrá funcionar sino con un solo carácter, como Senador o Representante por determinada circunscripción ó departamento.
