Para la expedición de un pasaporte colombiano a un menor de edad, es indispensable la presentación del registro civil de nacimiento y la autorización por escrito de los padres, o de quien tenga la patria potestad debidamente autenticada ante notario. A falta de los padres, la autorización será expedida en las mismas condiciones por el guardador y en su defecto por el Instituto Colombiano de Bienestar Familiar de conformidad con las normas legales vigentes sobre la materia.
