La Junta deberá proponer a la Comisión, en cada caso, las medidas complementarias que sean indispensables para facilitar el cumplimiento del Programa respectivo y, en particular, las que sean necesarias para asegurar la instalación de las plantas que fueren asignadas según lo previsto en le literal h) del artículo anterior y el efectivo aprovechamiento del mercado sub-regional por dichas plantas.
