El literal a) del artículo 356 de la Constitución Política quedará así:

Para educación, salud y agua potable y saneamiento básico: población atendida y por atender, reparto entre población urbana y rural, eficiencia administrativa y fiscal, y equidad. En la distribución por entidad territorial de cada uno de los componentes del Sistema General de Participaciones, se dará prioridad a factores que favorezcan a la población pobre, en los términos que establezca la ley.
