Créase en el Departamento Administrativo de la Presidencia de la República, el Programa Presidencial denominado "Plan Nacional de Desarrollo Alternativo", como un instrumento de política social, con los objetivos, estrategias, población objetivo, cobertura geográfica y marcos institucional y operativo, señalados en el Documento CONPES DNP: UDA-UJS-DECTI de fecha 9 de agosto de 1995.

Parágrafo

El Plan Nacional de Desarrollo Alternativo podrá utilizar, para todos los efectos legales y contractuales, la sola expresión "PLANTE".
