La tarjeta electoral o el mecanismo electrónico de votación que se emplee para los mecanismos de participación ciudadana deberá garantizar que se presente a los ciudadanos la posibilidad de manifestar libremente su decisión sobre la respectiva pregunta del plebiscito, referendo, revocatoria del mandato o consulta popular.
