Cada vez que por negligencia, descuido o cualquier otro motivo un empleado del Servicio Territorial (Oficial, Suboficial o Comandante de Circunscripción), perdiere, dañaré o enmendaré alguna libreta al efectuar su elaboración y esta hubiere necesidad de reponer, el responsable pagará una multa de dos pesos ($2) mediante resolución que dicte el respectivo superior, multa cuyo valor será consignado en la oficina correspondiente de recaudo.
