La declaratoria de vacancia la podrá solicitar cualquier ciudadano o el personero municipal, ante el juez civil del circuito mediante el procedimiento abreviado previsto en el Código de Procedimiento Civil, cuyos términos para estos efectos se reducirán a una quinta parte.
