El Consejo Nacional Electoral estará integrado por siete (7) miembros, elegidos así: tres (3) por cada uno de los partidos que hubieren obtenido mayor número de votos en la última elección de Congreso y uno (1) por el partido distinto de los anteriores que les siga en votación. Al acreditar las calidades para la confirmación del nombramiento, los Consejeros presentarán atestación juramentada de pertenecer al partido político a cuyo nombre fueron elegidos.
