Solicitud a la Asamblea. Si estuviere reunida la Asamblea, la solicitud de traslaciones la presentará el Secretario de Hacienda a consideración de ésta, acompañada de la certificación del Contralor Departamental sobre Ia disponibilidad de las partidas que se proyecte transferir.
