Artículo tercero . OBJETO. La Zona Franca tendrá por objeto promover el Comercio Exterior, generar empleo, divisas y servir de polo de desarrollo industrial en las regiones donde se establezca mediante la utilización de recursos humanos y naturales, dentro de las condiciones especiales fijadas en la ley y en los Decretos que la desarrollan o reglamenten. Conforme al objeto descrito en el presente artículo, la Zona Franca prestará un servicio público y no perseguirá fines de lucro.
