° El Gobierno dictará los reglamentos necesarios para el funcionamiento de dicha Colonia. La partida para gastos que ella demande se incluirá en el Presupuesto de rentas y gastos del período en curso, y en el de los años subsiguientes la que sea precisa para la completa fundación y funcionamiento de la Colonia.
