Artículo primero. Las personas naturales o jurídicas que exploten desmotadoras de algodón, deberán inscribirse en el Instituto de Mercadeo Agropecuario "IDEMA" y sus instalaciones sólo podrán funcionar mediante licencias que expida para cada cosecha ese Instituto, previa revisión de las máquinas y cumplimiento de las especificaciones que el Instituto señale.
