Artículo primero. Denomínase educación técnica industrial de nivel medio, a la enseñanza que, además de dar al alumno la formación integral para el correcto ejercicio de la ciudadanía, tiene el propósito de descubrir, encauzar y perfeccionar sus habilidades y aptitudes, proporcionándole los conocimientos y el adiestramientos que lo capaciten para ejercer una ocupación definida en el campo de la industria y para ser estudios de nivel superior.
