Estarán constituidos por rutas e infraestructura como ríos, tramos navegables, carreteras, ferrocarriles, aeropuertos, las obras de construcción, recuperación, mejoramiento, acondicionamiento, y habilitación que deberá llevarse a cabo con tal objeto, así como las obras accesorias que faciliten y mejoren su uso, tales como acondicionamiento de lugares de origen, destinos y transferencia intermedia de personas y carga, instalaciones portuarias, muelles, patios, bodegas, almacenes, oficinas, tiendas, restaurantes, hospedaje y en general las facilidades necesarias para su adecuada operación.
