El auxilio a que se refiere esta Ley se incluirá en dos partidas de cien mil pesos ($ 100.000.00) cada año, en los próximos Presupuestos Nacionales, y si así no se hiciere, queda facultado el gobierno para abrir en cualquier tiempo créditos ordinarios y extraordinarios o hacer traslados indispensables.
