Cuando se provean vacantes de personal se requerirá de la certificación de su previsión en el presupuesto de la vigencia fiscal de 1996. Para tal efecto, el jefe de presupuesto garantizará la existencia de los recursos del 1 de enero al 31 de diciembre de l996.
