Articulo 1º . Las autoridades civiles o militares que conformen a las disposiciones vigentes, incluidas las de estado de sitio, retuvieren o capturaren personas por la comisión de hechos que a esas mismas autoridades no correspondiere juzgar o sancionar, deberán poner los capturados a disposición del juez competente para investigar los hechos dentro de las 48 horas siguientes a la captura, junto con las pruebas allegadas.
