A los Municipios que no dieren cumplimiento a las disposiciones de este Decreto, no se les pagarán los auxilios o participaciones nacionales o departamentales que les correspondan por leyes u ordenanzas. Los Alcaldes objetarán los acuerdos de los Consejos que decreten erogaciones, mientras no se hayan ampliado los mercados existentes o establecido los nuevos en los términos aquí prescritos.
