Autorizase al Gobierno para que previo concepto favorable del Consejo de Ministros, pueda contratar la explotación de bosques nacionales entre un canon de arrendamiento del 7 por 100 y el 3 por 100 del producto bruto, teniendo en cuenta la distancia en que tales explotaciones se encuentren con relación a los puertos marítimos. En caso de que el Gobierno crea conveniente hacer uso de esta autorización, podrá también reconocer a los arrendatarios que hubieren estipulado un canon más elevado de arrendamiento, una reducción análoga por el término que falte para la expiración de los respectivos contratos.
