La actividad de la Comisión no suspende ni reemplaza la de aquellas instituciones y autoridades del nivel nacional, departamental y municipal, que tienen por mandato constitucional y legal el control del orden público y la garantía de los derechos de los ciudadanos. Cada entidad será responsable, dentro del marco de sus funciones, por el debido cumplimiento de las recomendaciones emitidas por el Ministro de Interior y de Justicia.
