Enfrente del santuario se colocara un monumento que interprete e irrevocable compromiso de Colombia, Venezuela, Ecuador y Panamá, de continuar su trayectoria democrática y republicana. Este monumento, en mármol blanco, realizado por artistas eminentísimos, será aprobado por los gobiernos de los pueblos que constituyeron la Gran Colombia y tendrá en su parte principal una estatua del Libertador.
