Dentro de los dos años siguientes a la vigencia de la presente ley el Gobierno Nacional apropiará los recursos necesarios para la construcción de la vía fluvial del Baudó hasta Pizarro, la vía fluvial de Buenaventura hasta Tumaco pasando por Puerto Merizalde y Guapí de acuerdo a los proyectos presentados por el Pladeicop.
