Ningún vehículo podrá llevar pasajeros en su parte exterior, o fuera de la cabina, salvo aquellos que por su naturaleza así lo requieran, tales como los vehículos de atención de incendios y recolección de basuras. No se permite la movilización de pasajeros en los estribos de los vehículos.
