Artículo primero para los efectos del artículo 1°. de la ley 13 de 1968, se entenderán como obras y servicios públicos el municipio de Barrancabermeja los que se enuncian a continuación: a) construcción y mejoramiento del acueducto y alcantarillado. b) plan vial. c) arreglo y pavimentación de vías urbanas. d) rehabilitación de barrios marginados y adquisición de terrenos para asentamiento de familias marginadas. e) construcción y adecuación de edificios para escuelas y colegios así como la consecución de material didáctico y laboratorios. f) servicios generales: plan de electrificación, higiene, agua y alumbrado para edificios municipales, red telefónica, etc. g) planeación y urbanismo municipales.
