Modifícase el literal c) del artículo 5º del Decreto 388 de 2007, el cual quedará, así: "c) El Operador de Red al cual se conecta un proyecto sujeto al cumplimiento de los criterios de eficiencia citados, será el encargado de operarlo. Si no existe interés por parte del OR en la construcción de dicho proyecto, el Ministerio de Minas y Energía, o la entidad que este designe, a través de convocatoria pública podrá adjudicar la construcción del mismo".
