De las facultades anteriores que otorga esta ley, a excepción de las concedidas en el artículo 1°, el Gobierno hará uso hasta el 1° de diciembre, y ellas no se harán extensivas en ningún caso al personal y asignaciones del Departamento Administrativo de la Policía Nacional.
