Los artículos 76 y 77 del Código Electoral, quedarán así:
A partir de 1988 el ciudadano sólo podrá votar en el lugar en que aparezca su cédula de ciudadanía conforme al censo electoral.
Permanecerán en el censo electoral del sitio respectivo, las cédulas que integraban el censo de 1988, y las que con posterioridad allí se expidan o se inscriban, mientras no sean canceladas o se inscriban en otro lugar.
