º . Reconocimiento del estímulo. Se reconocerá el estímulo bajo el mecanismo operativo que definan el Ministerio de Hacienda y Crédito Público y el Ministerio de Ambiente, Vivienda y Desarrollo Territorial. El Ministerio de Hacienda y Crédito Público y el Fondo Nacional de Garantías S. A. suscribirán un convenio en el cual se definirá el valor de la comisión por la cobertura, su modalidad de pago, así como los demás aspectos técnicos inherentes a su aplicación.
