El Gobierno procederá a adquirir la propiedad del lote de terreno que ocupaba la antigua iglesia del Rosario de Cúcuta, donde se reunió el primer Congreso Constituyente de la República de Colombia en 1821, con el fin de construir allí un salón que sirva de museo o monumento para recordar este importante hecho histórico. En esta compra debe quedar incluído el edificio inconcluso existente en el referido sitio.

Parágrafo

Destínase para la adquisición, embellecimiento y construcción de edificios de que trata este artículo, hasta la cantidad de veinte mil pesos ($ 20,000).
