Adicionar el artículo 14 del Decreto 1477 de 1986, el siguiente inciso: El Delegado del Ministro de Educación ante el Fondo Educativo Regional deberá evacuar todo lo relacionado con los Fondos de Fomento de Servicios Docentes, dentro de los cinco (5) días siguientes al recibo de la documentación presentada por los rectores o directores de institutos docentes. La Junta Administradora del FER dispondrá de diez (10) días para los mismos efectos.
