En relación con los sujetos a quienes se aplica la Ley 975 de 2005 de conformidad con el artículo 1º del presente decreto, la consecuencia jurídica prevista en el artículo 31 de la Ley 975 de 2005 tendrá lugar en los eventos en que los supuestos de hecho previstos en el mismo se hayan surtido con anterioridad a la Sentencia C370 del 18 de mayo de 2006 en la cual se ordena no conceder efectos retroactivos a las decisiones contenidas en ella.
