El Gobierno podrá resolver, previo concepto del Consejo de Estado, las dudas, dificultades o vacíos que suscite la aplicación de la presente Ley.

Parágrafo

Autorízase al Gobierno Nacional para llenar todos los vacíos que resulten de la presente Ley y proveer a sus omisiones, a fin de hacer posible el normal funcionamiento del Departamento de La Guajira.
