Artículo noveno. Solamente podrán tomar parte en propuestas o licitaciones de Ingeniería Química ante entidades oficiales o semi-oficiales, Ingenieros Químicos colombianos con matrícula expedida por el Consejo Profesional. Cuando tales propuestas sean presentadas por otras entidades o personas, deberán hacerse a través y bajo la responsabilidad de un Ingeniero Químico colombiano matriculado en el Consejo Profesional de Ingeniería Química.
