Créase la Circunscripción Electoral del Departamento del Cesar, que comprende el territorio del Departamento del mismo nombre. El Gobierno Nacional, en desarrollo de los Artículos 93, 99, y 186, de la Constitución Nacional, en concordancia con el Artículo 2, de la Reforma Plebiscitaria, previo concepto del Consejo de Estado, determinará el número de Senadores, Representantes y Diputados que le corresponda elegir al nuevo Departamento de acuerdo a su población.
