Cada Ministro y Departamento Administrativo tendrá uno o más pagadores contadores nombrados por el Gobierno, con carácter de responsables del Erario. Dichos empleados garantizarán su manejo y formarán y rendirán las cuentas de su cargo como lo determine el Contralor General de la República.
