La Oficina de Cambios del Banco de la República podrá autorizar el giro de los pagos a que se refiere el artículo 50 de la ley 09 de 1983, sin la prueba del pago de los impuestos de renta y de remesas, siempre y cuando se acompañe a la solicitud de giro, copia de la resolución motivada expedida por el Comité de Regalías. El Comité de Regalías dictará dicha resolución, previa comprobación por parte del interesado de que el beneficiario del pago no tiene residencia o domicilio en el país, ni esta obligado a constituir apoderado en Colombia.
