º Autorízase al Gobierno para celebrar los contratos y las operaciones financieras que sean necesarias, a efecto de construír líneas telegráficas o telefónicas, o reconstruír las existentes, dando en garantía y aplicando al pago las participaciones por concepto de permisos a empresas telefónicas particulares, las sumas que le correspondan a virtud de conexión de las líneas nacionales con las de estas empresas, y las que obtenga por concepto de servicios telefónicos nacionales.
