El Director del Instituto y los miembros de la Junta Directiva que no asistan a la misma en su calidad de empleados públicos, se posesionarán ante el Ministerio de Obras Públicas. Los demás funcionarios o empleados del Instituto lo harán ante el funcionario competente, de acuerdo con las normas vigentes.
