Con motivo de cumplirse el sesquicentenario de la fecha inicial de la emancipación del 28 de julio de 1969, 1a República rinde homenaje de admiración y gratitud a los próceres de la Independencia Nacional, que con sacrificio de su vida, de su hacienda y de su bienestar, lograron la independencia política de le la Patria; promovieron sus instituciones democráticas, y sentaron las bases de su honrosa posición internacional.
