Para la ejecución de esta obra, el Gobierno Nacional, en cooperación con el Departamento de Bolívar y los municipios que van a beneficiarse de estos servicios, aportara el capital en la siguiente forma: la Nación aportara el 70%, quedando incluida en esta suma la parte que corresponda por concepto del Fondo de Fomento Municipal, en virtud de los que señala el Decreto 503 de 8 de marzo de 1940; el tesoro Departamental de Bolívar aportara el 20%, y los municipios el 10%.
