Los que se concertaren para cometer delito de rebelión o sedición, o asonada, si los proyectos delictuosos fueren descubiertos antes de iniciarse los actos consumativos, incurrirán en las mismas penas fijadas para estos delitos si se hubieran consumado, disminuidas hasta en la mitad.
