Artículo segundo. Para ser miembro del Consejo Comisarial se requiere ser ciudadano en ejercicio y no desempeñar cargo comisarial alguno. Los Consejeros Comisariales estarán sujetos a las mismas inhabilidades e incompatibilidades que rigen para los miembros de los Consejos Intendenciales.
