° Cuando la situación fiscal mejore, y no haya necesidad de la emisión de vales, el Gobierno resolverá si está o nó en capacidad de recoger los que hubiere en circulación, de acuerdo con el artículo 275 del Código Fiscal. Artículo 5.° El presente Decreto se comunicará por telégrafo a los Gobernadores de los Departamentos, con orden de que lo hagan publicar en seguida, y aquí en la capital se publicará no sólo en el Diario Oficial , sino también en hoja volante.
