Facúltese al Gobierno Nacional para dictar las medidas de carácter fiscal o administrativo que se requieren para darle cumplimiento a esta ley. Igualmente, autorizase al Presidente de la República hasta el 31 de diciembre de 1962 para crear los cargos que sean necesarios para la liquidación de Lazaretos de Agua de Dios y Contratación, y para fijarles las asignaciones respectivas.
