La Contraloría General de la República hará levantar un inventario completo de todos los bienes de las instituciones de utilidad común, y estudiará el origen de los que se hallen en poder de particulares y que hayan pertenecido antes a dichas instituciones. Copia de este inventario se enviará al Ministerio o Departamento Administrativo que tenga a su cuidado la inspección y vigilancia de las instituciones de que se trata.
