Facúltase al Gobierno para incorporar en el Presupuesto los nuevos recursos de que trata la reforma tributaria prevista en esta Ley, con destino exclusivo al servicio de los empréstitos a que ella se refiere y a la formación del Fondo Escolar Nacional.
