ARTICULO 4o . No podrán los Departamentos celebrar contratos para la administración de sus loterías, desde que no se estipule de un modo preciso en el contrato o contratos, que a aquéllos corresponden un mínimum del catorce por ciento (14%) sobre el valor de los billetes de que se componga cada sorteo.
