Los organismos, dependencias y entidades oficiales nacionales competentes en el respectivo sector de inversión, podrán participar tanto técnica como financieramente en la ejecución de los programas y proyectos de las entidades territoriales que sean objeto de cofinanciación, cuando éstos hagan parte de una función municipal o departamental.
